istock_000005018548xsmall.jpgThe Constitution restrains and limits the power of Congress, legislatures, county commissions, city governments, and federal, state, and local agencies, boards, and officials and bureaucrats. They cannot disregard any right secured by the Constitution. For example, Congress cannot pass a law taking a citizen's home or business without paying just compensation; the State cannot silence a speaker because he or she voices an unpopular message; and the government cannot establish a particular religion as the State's official religion, treat similarly situated citizens differently, deny a citizen due process of law, or increase the punishment for an offense after it was committed.
